Professor Ang Peng Hwa

Director
Ang Peng Hwa is a faculty member of the Wee Kim Wee School of Communication and Information. He has a law degree from the NUS, a master’s in communication management from the University of Southern California, and a PhD in mass media from Michigan State University. His research is in the area of internet governance. His 2005 book, Ordering Chaos: Regulating the Internet (Thomson), argues that the internet can be, is being and should be regulated. In 2004, he was appointed by the UN Secretary General to the Working Group on Internet Governance to prepare a report for the 2005 meeting of the World Summit on Information Society. He later helped co-found the Global Internet Governance Academic Network (GigaNet) where he served as inaugural chair.
Asst. Prof. Arul Chib

Assistant Director
Arul Chib, PhD, is an assistant professor at the Division of Public and Promotional Communication, Wee Kim Wee School of Communication and Information, Nanyang Technological University, Singapore, and is the assistant director of the Singapore Internet Research Center. His work can be found in international refereed publications, such as the International Journal of Communication, the Journal of Computer-Mediated Communication, the Asian Journal of Communication, and the International Communication Association Conference theme books, and numerous other books. He has received top paper awards at major international refereed conferences, such as the International Communication Association, and the Telecommunications Policy and Research conference.
Ms. Yvonne Lim Yin Chum

Senior Manager
Yvonne holds a 2nd class upper honours degree majoring in Japanese Studies from the University of Malaya, Malaysia. After five years of working life, she returned to her studies full time. She obtained her master’s degree from the Faculty of Arts and Social Sciences (FASS), National University of Singapore, researching on the differences in project managers’ practices in project management implementation in Japan and Singapore. Her research interest derived from her keen interest in Japanese management studies, coupled with her project management background in her past working experience.
Upon her graduation from NUS, Yvonne was employed by FASS to help the faculty in setting up the Research Clusters in various areas regarded as strategic to FASS’ future research development. These clusters offer special opportunities for collaboration within NUS and/or with international research partners. Most recently, she has been with the National Institute of Education, assisting the Head of Academic Group (aka Department) in managing the overall operations of the group.
Ms. Liaw Wan Tieng

Assistant Manager
Wan Tieng graduated with an honours degree in Economics from Nanyang Technological University, Singapore. She assists in SIRCA finance and admin matters. On the personal side of her, Wan Tieng enjoys music, movie, social networking, and exercise.
Julian D. May
Africa Regional Coordinator (SIRCA II)
Julian May is a Professor in the School of Development Studies at the University of KwaZulu-Natal where he completed degrees in economics and development studies.  He has worked on poverty reduction policy options and systems for monitoring the impact of policy, including social security grants and land reform in Southern and East Africa and in the Indian Ocean Islands.  He is a Research Associate at the Brooks World Poverty Institute, the Comparative Research Program on Poverty, the Department of Social Policy at Oxford University and the South African Labour and Development Research Unit, University of Cape Town.   In August 2009, he was awarded a South African Research Chair in Applied Poverty Reduction Assessment by the National Research Foundation.  He has edited 3 books, published over 60 papers in books and academic journals, and produced more than 120 working papers, research reports and other publications.
Kathleen Diga

Africa Regional Program Officer (SIRCA II)
Ms. Kathleen Diga is a Ph.D candidate and Project Manager under Professor Julian May, (South African Research Chair in Applied Poverty Assessment) in the School of Development Studies, University of KwaZulu-Natal (UKZN) in Durban, South Africa.  Her main focus of research is in the poverty and economic dimensions of information and communication technologies for development (ICT4D). Prior to joining UKZN, Kathleen worked at the International Development Research Centre (IDRC) as a research officer under the ICT4D Africa (Acacia) initiative in Johannesburg, South Africa and Nairobi, Kenya.

Roxana Barrantes

Latin America Regional Coordinator (SIRCA II)
Roxana Barrantes (Ph.D. University of Illinois at Urbana-Champaign) is General Director and Senior Researcher at Instituto de Estudios Peruanos and Professor at the Department of Economics of Pontificia Universidad Católica del Perú (PUCP). She is a member of the Steering Committee of DIRSI, member of the Scientific Committee for the IDRC-supported PICTURE Project in Africa, member of the Advisory Committee for LACEEP (Latin America and Caribbean Environmental Economics Program), and Advisory Committee member of the Master’s Program in Business Law at PUCP. A former member of the Peruvian Telecommunications Regulator Board of Directors, Dr. Barrantes has served as Advisor and Consultant to other Regulatory Agencies in Peru, the Ombudsman Office, and IADB.

Laura Leon Kanashiro

Latin America Regional Program Officer (SIRCA II)
Laura is MSc. in ICT for Development by the University of Manchester. She is researcher at the Instituto de Estudios Peruanos and lecturer at the Pontificia Universidad Católica del Perú (PUCP). Her main research interests are ICT for rural development, education, government; and the use of ICT by children and adolescents.
